Water and  Navigation (Docks/Dredge and Fill/Mangrove Trimming)

Shortly after Labor Day there will be a maintenance dredging project along the eastern edge of the Shell Key Preserve along Oceanview Drive in Tierra Verde. This privately-funded dredging project is necessary to maintain historic navigability. If you have questions about the dredging please call the Water and Navigation section at (727) 453-3385.

The Water and Navigation Section of the Department of Environmental Management handles the permitting of docks and dredge and fill projects in both the unincorporated areas of Pinellas County as well as within municipal limits. The types of projects which require permits from Water and Navigation include private single family docks, multi-use docks, commercial docks, marinas, seawalls, riprap, tie poles, and all dredging or filling within the Waters of the County. Projects
are reviewed for environmental impacts, navigational impacts, construction requirements, as well as consistency
with the Pinellas County Water and Navigation Code.

This Section also handles the mangrove trimming program for Pinellas County. Mangroves are protected by the State's "Mangrove Trimming and Preservation Act" and the enforcement of this statute has been delegated to Pinellas County. The Pinellas County Commission subsequently adopted a Countywide ordinance regulating the trimming of mangroves. Staff biologists and arborists work closely with homeowners and trimmers to protect the important functions of these plant communities and to ensure that all trimming is consistent with the Pinellas County Mangrove Trimming and Preservation Code.
