Resolution 20-16, March 17, 2020
Order of the Official Authority of Pinellas County Pursuant to Resolution No. 20-16
Whereas, Novel Coronavirus Disease 2019 (COVID-19) is a severe acute respiratory illness that can spread among humans through respiratory transmission and presents with symptoms similar to those of influenza; and
Whereas, on March 1, 2020, Governor Ron DeSantis issued Executive Order 20-51, declaring that appropriate measures to control the spread of COVID-19 in the State of Florida are necessary, and therefore directed that a Public Health Emergency be declared in the State of Florida; and
Whereas, on March 9, 2020, Governor DeSantis issued Executive Order 20-52 declaring a state of emergency for the entire State of Florida as a result of COVID-19; and
Whereas, on March 13, 2020, in conjunction with the activities of the World Health Organization (WHO), the Center for Disease Control (CDC), as well as pursuant the emergency declarations issued by the Governor and the Health Officer for the Florida Department of Health, the Pinellas County Board of County Commissioners declared a state of local emergency (LSE) by Pinellas County Board of County Commissioners Resolution 20-16 (Board Resolution 20-16); and
Whereas, the LSE was intended to enable the County to effectively respond to the ongoing and evolving public health threat posed by COVID-19, including by taking measures to mitigate and slow the spread of the virus; and
Whereas, on March 16, 2020, President Donald J. Trump and the Centers for Disease Control and Prevention (“CDC”) issued the 15 Days to Slow the Spread guidance advising individuals to adopt far-reaching social distancing measures, such as working from home and avoiding gatherings of more than 10 people; and
Whereas, on March 17, 2020, Governor DeSantis issued Executive Order 20-68 placing limitations on bars, pubs, nightclubs and restaurants for the entire State of Florida as a result of COVID-19; and
Whereas, to further enhance social distancing measures and discourage excessive gatherings within restaurants and any other establishment that serves alcohol for on-site consumption not covered by the Governor’s order, in accordance with the powers granted to me by Board Resolution 20-16 I now order the following
Effective as of 12:01 a.m. on March 18, 2020, and continuing throughout the declared LSE, and any extension thereof, all restaurants and any other establishments licensed to sell alcohol for consumption on premises not limited pursuant to the Governor’s Executive Order 20-68 must cease serving alcohol each night by 10:00 p.m.
